في تاريخ سياسات الدول الناجحة تؤسس سياسة السلم ويخط دستورها قبل أن تضع الحرب أوزارها وتدخل السيوف أغمادها بل قبل أن تبدأ ويعاد التذكير بها فور إعلان الظفر بالحرب..
مما لا يدع مجالا للمتسلقين والطامعين للإفساد والطغيان على العباد في غفلة من السلطة ومأمن من العقاب..
وهذا ما يحدث في أعقاب الحروب بدافع السلطة المطلقة لا عمارة الأرض التي لا تكتب نهاياتها إلا على شطآن بحور من الدماء والكثير من الفظائع التي يصعب تخيلها..
وبهذا يأمن العباد وتصان مقدرات البلاد ويحفظ الحرث والنسل..
وهذا هو الفارق الجوهري بين الفتوحات الإسلامية والاحتلال..
